The routes people actually take
Birmingham city centre and New Street. For one or two people travelling light, the free Air-Rail Link monorail plus a train to New Street (9 to 18 minutes, from around £3.50) usually beats a taxi on both time and cost. NEC and Resorts World. These sit right next to the airport, reachable on foot via the station link or by the free monorail, so you rarely need a taxi at all. A short taxi hop is only around £10 to £15 if you prefer.
Coventry and Solihull. The X1 bus links the airport with Coventry, and the X12 with Solihull, both with low capped single fares, making public transport the cheap option. A taxi to Coventry is roughly £36 to £45, and to Solihull about £15 to £20, for door-to-door travel.
